I'd love to help! But first answer a few questions for me if you would. :)
1) Does this tie into the thread where you want as much health as possible on a character?
2) What do you want to do? Meat shield? Do you want to be a living blender?
3) What is the party makeup he will be working with?
no the threads have nothing to do with each other.
the party is a wizard and a bard.
honestly i am trying to figure out what i want to do, that is one reason i wanted some feat ideas to help figure out my options.

What are your stats? I'd say sword and board, but not the Bull Rush/Shield Slam rout unless you're okay with built in penalties to your rolls. Although a halfling knocking people around the battlefield would be hilarious.
Otherwise twin kukris is one of my favorites, and relies very little on the base weapon damage.

Ok, so healing isn't exactly great at this point so health and AC is going to be at a premium.
You're in luck you choose fighter! They get can get easy access to both, in spades even!
First off, may I suggest going gnome instead of halfling perhaps? They get the Con bonus you will be looking for, although the cha and str modifiers wont be too nice for you. I really love gnomes as PC's, they make great characters. Anyway either way you are going to want to dump that bonus squarely into con even if you do choose halfling.
Many people make a big deal about small sized martial characters. Blowing the fact that they use smaller weapons and deal slightly less damage than medium ones do. Guess what, it's on average only 1-2 damage less per hit. At level one that sounds like a big deal but it really isn't. Size doesn't affect bonus damage from things like power attack, str bonus, vital strike, weapon enchantments and other various sources.
An addition, you get a +1 to hit with all attacks! Bonus! BONUS! But wait there's more, you get a +1 size modifier for ac as well, this ac can NEVER be taken away from you, not flat footed, not unconscious- nothing.
This being said, you will be slow... very slow. Fleet is a decent feat selection to make up for that but really... I don't recommend it. If speed is something you want to worry about at this stage, just go with dwarf and eliminate the problem altogether.
At level 4 you are opened up to weapon spec. Depends what weapon you want to use. Your pick. This is always a good feat and if you plan on trying to actually hit something with a weapon on a reliable basis I suggest picking it up as only fighters are able to get it.
From here you are left with 3 feats to choose from, and it is really all about character flavor from here. Sword/board. Meat shield. Whirling blender. Maneuver Mastery. Mounted Fighter. Archery... etc the list goes on

I'm actually writing up a fighter at the moment myself. Half-Dragon template, Half-Ogre race. I'm going for a smackdown build.
Feats
1st - Combat Expertise, Improved Trip
2nd - Dodge
3rd - Mobility
4th - Combat Reflexes
5th - Spring Attack
6th - Greater Trip
7th - Lunge
8th - Whirlwind Attack
Enlarge Person permanent. With Lunge he can knock prone every enemy within 15ft. - they provoke when they fall + when they stand up, for everyone.
*edit* might not be a great help to you, being a halfling, but you can still do this within 10 ft.
another way is:
1st - Endurance, Diehard
2nd - Shield Focus
3rd - Toughness
From here you can go 2 ways:
4th - Power Attack or Dodge
5th - Cleave or Mobility
6th - Great Cleave or Spring Attack
7th - XXX or Whirlwind Attack
With Fighter you've got so many feats, really it's best to think of a concept and build your feats around it.
