If you allow Complete Arcane, it indicated that spell-like abilities could be used to qualify for classes or feats that had a requirement like "caster level 3" but not "ability to cast second level spells".
Arcane strike requires you to be able to cast spells, so that is out. The armor feats are possible and will depend on your GM.

Since minor and major magic rogue talents are spell-like abilities, they can be used in armor without worrying about the chance of arcane failure.
Spell-Like Abilities: Usually, a spell-like ability works just like the spell of that name. A spell-like ability has no verbal, somatic, or material component, nor does it require a focus. The user activates it mentally. Armor never affects a spell-like ability's use, even if the ability resembles an arcane spell with a somatic component.
There's no need for a straight rogue to take the Arcane Armor Training/Mastery feats. A multi-classed rogue/sorcerer or rogue/wizard might find them useful, but the Magical Knack trait (+2 CL in named class, not to exceed HD) would qualify a rogue 2/sorcerer 1 or rogue 2/wizard 1 for Arcane Armor Training (CL 3) without the minor magic talent.
