Maybe I'm confused, maybe I'm over thinking this, maybe I just don't know how to read.
If I wanted to create an Evil Human Level 6 Cleric (for example) that the PCs were going to fight, it's XP value would just be a CR4 (1200) or CR5 (1600) Humanoid with 5 HD (or 7 HD) meaning they should have either 2400 or 3450gp worth of gear? Also that means I would have to actually adjust the level of my NPC to 5 or 7 because the HD/CR table doesn't have a 6HD humanoid listed.
1) Is this correct?
2) Doesn't the gear GP seem a little low? I mean a level 6 character should be able to afford more than a +1 weapon and +1 armor and a few potions shouldn't they?

Adding NPCs: Creatures whose Hit Dice are solely a factor of their class levels and not a feature of their race, such as all of the PC races detailed in Races, are factored into combats a little differently than normal monsters or monsters with class levels. A creature that possesses class levels, but does not have any racial Hit Dice, is factored in as a creature with a CR equal to its class levels –1.
So, a human Cleric 6 is CR 5. If the gp amounts would be higher, your PCs would be grossly overgeared in no time.
