Which undead don't have DEX scores?

In any case, I don't think the RAW has an answer for you. IMO, INT = mental strength, WIS = mental quickness, and CHA = mental toughness. Yes, that's oversimplified, but so is boiling a person down into 6 numbers. But based on that premise, it seems WIS fits the role of DEX a little better than INT does.

The downside, of course, is that the undead will use one ability score (WIS) to calculate two of his three saves.

What type of undead do not have a Dex score?

Back in the game of Shadowrun if you used astral projection you converted all mental abilities to your physical ones.

Intelligence was Quickness
Willpower was Body
Charisma was Strength.

In PFRPG the only one I know of for sure is that Charisma is used as Constitution. So it looks like Int would be Dex, and that leaves Wisdom for STR.

Pathfinder RPG Bestiary book it states under non abilites If the monster has a - then use Int for Initiative so I was wondering if the is true the would it apply to the Ref save as well

According to the SRD, which I quoted before, creatures without a Dexterity score automatically fail on Reflex Saves, so it doesn't matter which score they get to add to it.

Dexterity is one of those stats that all creatures should have. It's up there with Wisdom and Charisma.
