The Stormburst power of the weather domain is unique in its ability to deal Non-lethal damage and apply a -2 debuff to attacks for a round. if anything it is closest to fighting in a natural storm where everyone gets -2 to hit from the wind and rains buffetting the area. as for the non lethal damage.. make it a hail storm or something, but there is no spell or ability that mimics this effect as it is.

any tips on writing a spell as far as level/damage, ect, that has a similar effect?
Storm Burst
Level 1 Druid spell1d6 / 2 levels(max 5d6) nonlethal to target, also a -2 penalty on all attack rolls for 1 round per die of damage.
Storm Blast
Level 4 Druid spell
1d6 / level(max 15d6) nonlethal to target, also target is dazed unless it makes a successful fort save which reduces it to fatigued
Smiting Storm
Level 8 Druid spell
1d6 / level(max 25d6) nonlethal to target, also target must succeed a reflex or be knocked prone, a fort or be stunned(save for dazed), also another fort save or be blinded for 1d4 rounds(save negates)
No Idea how balanced they are but its my first time makin stuff up
