I'm going to be running a pathfinder campaign shortly. I have the 1st few adventures planned out (they will be homebrew set in Isger). But after that the party will have several choices in which direction they take. Many of these directions lead them into existing adventures. for example if they go south they run into Darkmoon Vale. One of those directions is over the 5 Kings mountains toward Macridi. There I want them to encounter an ancient underground ruin of a city that has been taken over by a 9th level necromancer (their arch enemy).
The party will be 2nd level when they enter and will have to fight many low level minions (goblins, hobgoblins, human bandits, zombies, skeletons etc..) before they get anywhere near the necromancer.
Any suggestions for a good dungeon that I can adapt to my needs. I've got a lot of specific ideas that I want to drop in but having the physical dungeon and many inhabitants already there would be a huge step forward.

You could power up Wreck Ashore to be suitable for 2nd level PCs. It's a good adventure with a tower ripe for plundering.

My plan is to have them enter a town (they will either be directed there by Druma mercenaries or pursue someone there) This town has fallen on hard times. People who used to be kind and charitable are now mean & surley. A bar owner who seems less affected than the others directs the party to a chasm in the side of a nearby mountain. There are to many bandits around for the locals to investigate and the Druma army has more pressing things to do.
When the party goes there they find an entrance to an ancient ruin has opened up and the bandits and goblins (in the pay of the necromancer) have moved in and partially occupied the ruin. Much of the ruin remains unexplored by the bandits.
As the party proceeds into the ruins, they will find evidence that another party of adventurers entered before them (probably years ago). They may find bodies of 1 or 2 of them.
As they clear the dungeon they will meet both the servants of the necromancer and horrors native to the ruin. And if they are lucky, they will discover just what the previous adventurers unleashed before its too late.
