It's kind of a situation where it kind of is a DM adjutication matter.

Think of it this way, putting fires out with create water works pretty much like a standard bucket brigade with a bit less walking. If the fire is small enough to put it out with a bucket brigade then you're good If it's a 3 story inferno... then more heroic measures are called for.


If it's a small fire, it will also depend on what kind of fire it is. Trying to douse a grease fire (or flaming oil) with water is a bad idea as it may cause it to spread.

The spell says that the water dissapears after one day. For the rest it can be cast and used like the players want.
