Caster level check ?

When I read the "dispel magic", the DC is equal to 11 + the spell's caster level.
What is the difference between "a caster level check" and a "spell's caster level"?
Because, if you cast a level 3 spell, you have to have at least a caster level 5, but if you are level 8, the DC to dispell your spell is equal to:
11+5 or 11+8?

A caster level check uses the caster level as the bonus to the die roll.

Spell Caster's level refers to the opponent's caster level, i.e. the level of the caster of the spell you're trying to dispel. In your example it would be 19. But if the caster level was unknown, you'd default to the minimum caster level.

Yes, you'd generally only use the minimum DC, if you were dispelling the effects of a potion, scroll or wand, which are usually, but not always, created at lower level than the creator, to save cost.

One of the pitfalls of relying on off-the-shelf consumables at high level, they can go 'POOF!' very easily.

If it's a buff you really, really need, probably best to have a spare, or get your buddy to cast it on you at higher caster level, using one of his daily slots.
