i was thinking of writing up a magical item, it will be a belt that gives the character a fast healing of 1.
this will be an effect always active while wearing the belt.
the question is how much would this cost both to make and to buy?
could this be an item that could scale say like a fast healing 1/ fast healing 2/ fast healing 3.
what do you think it would cost for each one?

Pearly White Ioun Stone - 1/10 minutes regeneration, 20,000 gp.

It should be close to the Ring of Regeneration (90,000gp). It's up to the DM but i'd say 70,000 gp. And only FH/1 max.

The CL is 15 tho. you wanna be good.
how much cheaper would it be if it didn't have the ability to regenerate a body part?
I would say no cheaper, since losing body parts is not something that happens except in very special rare circumstances.
here is a new question, i was thinking of making an item that will give me the ability to change into 1 chosen animal of medium or small size working much like the spell beast shape or the druids class ability wild shape at 4th level.
what i am looking for really is what it would cost for my character to purchase such an item, i was thinking of making it into a mask filling the head slot.
basically what i want is for my character to be able to turn into an animal from time to time, i figure the character will need to use it often and for long periods of time.

I'd apply this formula: Spell level x caster level x 1,800 gp. btw, that's for a command word item. Your best bet is checking p. 550 of Core.
Cost just depends on which polx spell you want to chuck on it.
