Okay, I'm putting together what will become an epic level, all-Faerun-encompassing campaign and, even though I'm writing the adventure outline and designing the key NPCs, I plan on using published material from FRCS, etc., for some often-necessary bulk.
Thus, when(if) the PCs show up in Baldur's Gate to meet my NPC, I can have them briefly meet with one of the Grand Dukes, Eltan (LN Ftr/20), for example, so he can give a little info on the city and where they can find their NPC contact.
And this brings me to my problem. There are a few places where the info in the FRCS is too generic. I'm hoping that you guys -- perhaps from novels or Dragon issues I haven't read, can fill in a few blanks.
Can you give me names, races & alignments, CR & Classes, maybe brief personality or whatever, on individuals (especialy leaders) from the following (any help is appreciated):
Suldolphor
Memnon
Alaghon
Tilverton (before the bomb annihilated it)
Tantras (nothing needed on the Bane vs Torm fight)
Essembra
Selgaunt & Saerloon
Oh, and, does anybody know the "official" truth about Tchazzar --
was he a Good human ruling Cimbar who used the form of a Red Dragon to protect the people of Chessenta -- or, was he a CE Fiendish Red Dragon who used (benevolently!) the people of Chessenta to help him ascend to godhood via worship ???

I know that all the references I have ever seen of Tchazzar, particularly the earliest, has said he 'was a Red Dragon'.
As far as the cities, I think you need Forgotten Realms Adventures (FRA). It details Tilverton, Tantras, Selgaunt, and Saerloon. The population figures, as well as that of military forces, are often over the top in that sourcebook (FRCS was a welcome dose of sanity), but it has a lot of the basic skeletal hooks for the cities. Who Rules, Who Really Rules, Important Mages, Temples (and clergy), Important NPCs, etc.
I'm sure you can find it somewhere, and you will find it very useful in your proposed campaign.
Also, I know there was a series of city articles by Ed Greenwood in Dragon detailing the 'other cities'. Alas, I can't get at my Dragon collection right now to see if it covers your needs. Sorry. Hope this helps.

Can anybody else name the Dragon issues that Lane mentions -- and maybe which ones detail which locations? I can get them from NobleKnight.com at my leisure.
W E Ray: I am curious, you mentioned my real name, is it displaying to you or did you look it up. Cause if its displaying then it kinda defeats the purpose of an alias...

As far as Tzchazzar goes, I'm pretty sure he really was a red dragon. I don't have my material with me, but I vaguely remember Timat consuming his essence at one point...

You might find the "Vilhon Reach" "Volos's Guide to Cormyr", Volo's Guide to the Dalelands" and The "Villains Lorebook" to be of Interest, all of which can be found here for free.

Memnon and Sudolphor are described in Empires of the Shining South, a 2e "thick paperback" supplement.
Essembra/Battledale is described in "Dalelands", also a 2e supplement (but "Volo's Guide to the Dalelands" might contain more recent info, and is a free download as mentioned in Feytharn's post).
As far as Tchazzar is concerned, he is statted up in "Dragons of Faerûn" as a CR 40 fiendish great wyrm red dragon with all 12 levels in the Dragon Ascendant prestige class (from the 3.5 Draconomicon). Oh, yeah, he's also the Chosen of Tiamat. His background/history is there also.

The best place to go for any of this information, particularly if you have a little time to wait, is Candlekeep. They have a thread dedicated to Ed Greenwood where he will answer questions via The Hooded One (THO). The anecdotes he dispenses are better than anything you'll get from a printed source.

Can't Find the Path, sorry 'bout using your name instead of your alias; I typically do this because it seems so awkward to call someone a phrase instead of a name.
Regarding Tchazzar, does anyone know when the designers decided, officially, to make him a real dragon instead of a human using a dragon shape?... And, since he really is CE, why was he a relatively benevolent ruler?

I want to say that in FR10, Old Empires, we get the reveal that he's a dragon. Could be wrong though. Also check the 2E Draconomicon, the Powers and Pantheons book, and Dragons of Faerun (3.5).
As for his benevolence, he wanted to ascend to godhood. Sure, he could intimidate the locals-he was a red dragon, after all. But he needed a sustainable base of worship. He'd already created legends of his greatness, so being a benevolent ruler has only aided him in shifting the population toward worship. It's an evolution toward his plan of rising to godhood.
