Are there rules legal way to up a paladin's speed in heavy armor? Nothing ridiculous, I just want to keep up with the 30 ft movement chars.

What if he has a higher base speed?
What if in spite of the armor he still carries only a light load?

If the goal is just to have a move of 30 in Full plate, boots of springing and striding is the easiest way. They give an enhancement bonus of +10 movement. His move gets reduced to 20 for the plate but increased back up to 30 via the boots.
Other methods (not recommended) is to multiclass as a Fighter until they get the ability to move normally in full plate.

As someone said, boot of striding springing are good.
Use Magic Device combined with scrolls of longstrider.
I think you could get potions of long strider.
If it is not in a dungeon, get a mount.

4 levels of Ranger for Longstrider, or 1 level of a Travel domain cleric. The Fleet feat would bump you up by 5 (two would be by 10). Mithril Breastplate instead of actual Heavy armor would work. One level of barbarian would work as well, though that's a bit iffy.

For what it's worth, the boots increase speed to 40, then the armor reduces it to 30. (+20 would be 35 after the armor, +30 is 40).
Also, can't make potions of Longstrider (personal spell).

Also, the 'Magic Item Compendium' adds a GP cost to adding other bonuses to armor, in particular theres one called "Quickness" on page 13 worth +5000 GP, this adds a +5ft enhancement bonus to land speed ontop of the methods metioned.
Another method would be to make the armor Mithral (expensive I know) but it reduces it a category (thus increasing your speed slightly back to normal) and doesnt carry with it such a higher movement penalty and armor check penalty.

Oddly enough this is why the Gnome Halfling Riding Dog Builds are pretty popular.
In return for a hit in Strength you can be a heavy armor that moves 40' per turn and you don't have a ton of issues operating indoors or underground.
Other than that Boots of Striding and Springing are good. Boots of flying are good for tactical situations but eventually you'll want to go with some sort of sustained use flight item like wings of flying/flying carpet.
Didn't 1e/2e have something like a metal flying steed that you could get as an item?

Well it does say that potions can be only of spells that "target one or more creatures", it doesnt really say you cant make spells with a 'personal' target - as that implies 'you' are the target, what it means is (from what some others have told me) is that you cant make potions from spells that dont have targets specifically such as 'Burning Hands' and other hazardous spells for straightforward and obvious reasons..
The wording of potions doesnt specifically state that personal spells are not eligable, only that spells that "target one or more creatures"...that could be interpreted as 'personal' spells as well. 'Personal' means the target is you, one person, which falls in line with the potion requirements.
What do people think?
Personally, a mage would rather keep on hand a 'potion' of Mage Armor at hand incase his memorised spell he cast got dispelled not long after he used it. This is only one such example. I have seen several supplements in 3.5 with a few statted out NPC's toting 'personal' range magic potions in their gear such as 'See Invisibility'.

This would mean that potions couldn't be made of spells that affect areas, such as fireball. People have to specifically be the recipients, for example.
Although that makes me wonder whether you could make a potion of magic missile...

That's... a bit wonky. I could make a potion of hold person, but not a potion of mage armor?
What are some other spells that have a range of personal? Somehow, I think this is some sort of balance issue, and I'd like to figger out what they were trying to leave out.

Well, Mage Armor is "creature touched" and not personal, so it's valid. :)
