I think you can make a Tengu character with the 3rd ed Oriental Adventures book, but I do not have it handy to look up the vital statistics.
That was kenku, and I'm pretty sure they weren't in OA, they were in some supplement and MM3 - and I'm also pretty sure they never got vital stats.

I imagine we'll get a more thorough ecology of them, like we did with tieflings, stone giants, rakshasa, etc. when they play a larger role in a campaign. That will probably be Jade Regent, but that particular AP is on hold, so it will be at least a year if not longer before we see this stuff officially, I fear. Count me among the interested, though!

According to the 4e MM2 they're 5' to 5' 6", and weigh 110-150 lbs.
Anyone else think that's a bit too heavy for a bird man?
Tom, they are in Oriental Adventures. Pages 194 and 195.
Didn't come with any life statistics like the OP requested though.
Aw futz, they sure are.

Keep an eye out for the next issue of Kobold Quarterly, a player in my area submitted an Ecology article on the Tengu and it was accepted. I think it will be in the next issue (Summer 2010).
Awesome! Great to hear that my favorite race will be getting a piece to flesh them out some more!

There is indeed an ecology article coming in the summer Kobold Quarterly issue #14 (August of 2010). I am the deviant mind that worked on it to bring the shinto/buddhist critter into the modern world's view. There will be a print article and a bunch of web content, so just keep your eyes peeled. It will interesting to see what gets edited or cut, and what of my content pertaining to Pathfinder's Golarion will be kept or denied.
Glad to see there will be some interest - the tengu are awesome, I think! ;) My goal was to make an article that gave these creatures enough depth that anyone who had read the article would never pass them up in the bestiary and think, "oh, what a lame creature." They will have substances, depth, and scope within the Golarion CS for Pathfinder Society, as well as the broader scope and that which ties in to our own world mythology as we know them on Earth.
This is only the beginning...! ;)

It's great to hear that...I was just searching for something like that 'cause I want to play a tengu. I'm really exited about your article and hope it will be worth the time taking to translate it into german to share it with the german community...hope to find a possibility to publish it round here.

Demus, I can assure you with my whole heart that I wrote this article for people like you and I, who want to know more and make it the best basis for character concept possible. This ecology will do that for you. Keep an eye out not only for the magazine edition (in print and pdf), but also for the accompanying web enhancement material, which was also written by me for comprehensiveness to the article (not to mention I am terrible at staying under a decent word count).
Please tell anyone else about this that is interested in the tengu as well - it could make a great new adventuring party concept. I myself am excited to see the final draft.
This material is being published as open game content, so that it can be re-published (my goal in that was for my own use, but anyone could re-print it in a wider spectrum of usage... Not sure about translations, but I would think it would still be alright (you'd have to ask the staff of KQ to be sure). My goal in making this material is also to supplement my own written material for a Pathfinder-compatible CS called the Nymian Beastlands, of and within which tengu comprise a mentionable amount of influence. I will be releasing this campaign setting material over the next few years, and it will include a CS guide, Players' guide, Races/cultures sourcebook, Secrets sourcebook, and I am looking at three creature books (themed: dinosaurs, primitive animals, and secrets/fiends). I am creating this material at the same standard I set for myself in writing the article.
I welcome your feedback once it has been released this coming August as well! Best wishes,
-will
