One of the major problems with my players not "role-playing" when there's a bunch of minis in front of them, and character sheets there, is it devolves into a tactical wargame, not a role-playing game...

Truth be told its a roleplaying game and a tacital wargame combined. It actually started off as a wargame, and RP elements were introduced later.

(If I wanted to play a purely tactical wargame, I wouldn't be playing D&D)

Maybe your players are not into the RP aspect yet. Most of the people I know started off just wanting to kill things, and the RP came later.
Now if your players are not ready for that yet, no need to rush it. Some people come along later than others. Having another RP-minded player invited into the group as an influence might help also. This is assuming you are in an area where it is possible to find another player.
