I worded my question incorrectly. I meant to ask does it make them frightened or shakened?
It does not specify which condition is gained.

And, shaken if they fail, and frightened if they roll a 1 on the first check.

Originally (3.5) creatures with 4 or less HD become frightened on a failed save while creatures who fail but have 5 or more HD only become shaken,
