Favored class benefits for NPCs / Monsters?

Hey all. I've looked through the rules, and can't seem to answer two questions about favored class benefits.

First, can an NPC class (adept, aristocrat, commoner, expert, or warrior) be chosen as a favored class? I ask this after designing some goblin warriors, and wondering whether or not to give them bonus hit points.

Second, can monsters with racial Hit Dice have a favored class? A green hag cleric, for example, or a troll barbarian? I think the answer is yes, but I'm not sure.

I think favored class only applies to characters with a PC class.

Being listed in the PC class chapter and since PrC are explicitly stated not to be eligible for Favored class I think it is fair to assume that only PC class can be favored class.
Further, the goblin entry in PB p. 156 does not support a lvl 1 goblin warriro having favored class bonuses to either hp or skill ranks.

Yes. Definitely. Any creature with a PC class can have a favored class.
