"Well, Targas, what will you do?
In the guise of the dead hobgoblin and keeping at least one row of houses between herself and the boathouse, Amanda will work herself down to the street that passes the boathouse. Her intent is to be three or four houses down from the boathouse on the side opposite Galadar's hiding spot when she becomes visible.
Stealth 1d20 + 5 ⇒ (9) + 5 = 14 plus whatever the cover of the houses provides, of course
As she approaches the street, she begins to stagger a little, making exaggerated motions, shushing a companion that cannot be seen i.e., if Targas followed her, she's not shushing him, but an imaginary drinking buddy, if you will, and giggling quietly.
She walks out of the gap between the houses in this manner, stopping in the middle of the street and looking around owlishly. Seeing the boathouse, she points to the doors, whispers to her unseen friend again, laughs out loud and starts toward the building in a weaving walk. Yeah, she's trying to play it up... If a hobgoblin appears at the door, she will make it about two more steps before falling to the street. Pushing herself up to a sitting position, she will stay there and laugh uproariously hoping to draw more out.

As planned, Amanda falls to the ground at the appearance of her "fellow" goblin. At his shout, she claps her hands and whispers behind her hand to no one and then looks back at the hobgoblin, raptly waiting to see what he does next.
The hobgoblin grumbles a bit then slips his sword off his belt but keeps it in its sheath. He steps out into the street and raises the sheathed sword over his head.

Eria? Or Amanda? I assume it's Amanda -- how close to the boathouse is she? (I intended to keep some distance, but I see I edited that out of the post and forgot to put it back. Oh, well.

Seeing the Hobgoblin cme out of the boathouse Eria begins to cast a spell. (Casting entangle and trying to aim it so the spell will get into the boathouse but avoid the boats for th most part.) Once cast she heads towards the boathouse

Ewald stayed low his body pressed to the roof watching for his comrades to move into position..as the door opened he tried to rise silently but his foot dislodged a tile that clattered across its fellows like a runaway wagon. The back of the boathouse is open but over the water. Is Eria willing to swim? The hobgoblin came out the door on the front.

The hobgoblin in the street takes two shafts in his chest. He looks angrily at his fellow hobgoblin and then looks up, surprised, and then down again. It only takes him another second to realize he's been ambushed. He turns and begins to shout.
Noises are already exploding from inside as seaweed begins to climb the supporting poles and invade the boathouse.

As the hobgoblin begins sprouting shafts of feathered wood (nice shooting there, sir!), the drunken hobgoblin seems to panic, jumping to his feet and looking around for the shooter.
Bluff 1d20 + 15 ⇒ (5) + 15 = 20
In her "desperate" looks around for an enemy, can Amanda see into the boathouse? She does have darkvision, if that helps matters.

As the hobgoblin begins sprouting shafts of feathered wood (nice shooting there, sir!), the drunken hobgoblin seems to panic, jumping to his feet and looking around for the shooter.

Amanda sees three hobgoblins inside beginning to panic. Their attention has been drawn to the mass of seaweed invading the boathouse, which, although it is far from them, concerns them greatly. They are not looking at the street.
The hobgoblin in the street is still alive. Any more people want to take actions before this surprise round is over? Anyone who has not acted can act. Also, roll for initiative for round 1.

On my next turn, I plan on entering into the boathouse and then moving out of the doorway, either left or right, as I take stock of the room's setup.
Of course, you do ... I hope you believe that the action below was planned before you said that.
Two hobgoblins slide to the ground, asleep. One rushes toward the and pulls it shut.
The door is not barred from the inside yet. We'll make this an opposed strength check for Galadar, as he's closest. Amanda can aid another if she wants.

Indeed she does. She will wave Targas over as well, knowing he's going to be more help than she will.
