I would treat it much like a spiked shield as far as mechanics go. Are you asking about fighting with a klar in each hand or weapon + klar in off hand? I see no reason not to allow it to benefit from things like shield focus or improved bash etc. I do not think i would allow a character to benefit from two klars to AC, just like you don't get bonuses for using two shields.

How would Klars (from the Pathfinder Chronicles Campaign Setting) interact with the shield feats and TWF?
Well most of the TWF feats are self explanitory on this one: reduce penalties, extra attacks/damage, etc. A klar is a light weapon, and if you attack with it in the same round that you use another weapon, you're two-weapon fighting (thus normal penalties and abilities from feats apply).
Shield Feats
Shield Proficiency: You're proficient with a klar.
Improved Shield Bash: You keep your shield bonus to AC when you shield bash* with a klar.
Shield Slam: You get a free bull rush attempt when you shield bash* with a klar.
Shield Master: You have no two-weapon penalties when attacking with a klar.
Shield Focus: You gain a +1 bonus to AC when using a klar.
Greater Shield Focus: You gain a +1 bonus to AC when using a klar.
I'm guessing the confusing parts are those bolded and marked with a "*", because when you attack with a klar you aren't technically shield bashing, but as far as I know, "shield bash" is the only way to attack with a shield. Thus, I would reason, in the case of the klar a feat that affects how you attack/shield bash with shields affects attacks made with the klar normally.
The only question I can't answer: Does wielding a klar (or any shield you attack with, for that matter) count as wielding "two weapons" for the purposes of Two-Weapon Defense?

Two Weapon Defense states that you get a +1 sheild bonus when fighting with two weapons. If you are using a sheild as a weapon and if you have Improved Sheild Bash, you already have a sheild bonus. If not, then it is treated as a weapon since it is not being used as a sheild. However, if you do have Imp. Sheild Bash, then it would not stack.
