True enough. And the other plans have little to do with it....

But perhaps this could be what the Church of Asmodeus is working on in book 6? I don't have the books with me.

The thuvian substance is a) pretty rare b) very very expensive, I guess beyond the financial means even of the korvosan crown if one takes into account just who else might be bidding for said substance (say the Chelaxian crown )? Besides this, and c)the Thuvian substance being only an amount of borrowed time bought per bottle in contrast to the more permanent solution aimed for by Ileosa and d) Thuvia being quite a massive distance away from Korvosa.

All of this are pretty valid reasons why Ileosa is doing what she does so well^^
