In the list: "No penalties on attack rolls when using a tower shield"
In the description: "You can use a tower shield and suffer only the standard penalties"
These two seem to contradict each other.
The Tower Shield description mentions a -2. Does this dissapear for someone with the proficiency? or is this "the standard pentalties"?

IIRC, the -2 is the standard penalty; proficiency negates the -4 (or maybe - armor check penalty #) non proficiency penalty.

Nonproficient with Armor Worn: A character who wears
armor and/or uses a shield with which he is not proficient
takes the armor’s (and/or shield’s) armor check penalty
on attack rolls and on all Dexterity- and Strength-based
ability and skill checks. The penalty for nonproficiency
with armor stacks with the penalty for nonproficiency
with shields.
