Since paladins have lesser restoration ss a first level spell, shouldn't it be available as a first level wand?
I do believe wands made by paladins, even at first level are more expensive than a first level sorc/wiz/cler wand (1500 as opposed to 750) which is still less than an actual 2nd level wand which is believe is 4500.
I could be wrong.

They now cost 750 gp. The 1,500 were because paladins had a caster level of 2 when they got their first level spells on level 4. Now their CL is paladin level -3, so their CL on first level is one.

IIRC, the item creation rules from the magic item web enhancement made the rules for cooperative magic item creation "official" in Beta.

magic item Creation
To create magic items, spellcasters use special feats, which
allow them to invest time and money into an item’s creation.
At the end of this process, the spellcaster must make a single
skill check (usually Spellcraft, but sometimes other skills) to
finish the item. If an item type has multiple possible skills,
you choose which skill to make the check with. The DC to
create a magic item is 5 + the listed minimum caster level
for the item. Failing this check means that the item does not
function and the materials and time are wasted. Failing this
check by 5 or more results in a cursed item (see Cursed Items
for more information).
Note that all items have prerequisites in their descriptions.
These prerequisites must be met for the item to be created.
Most of the time, they take the form of spells that must be
known by the item’s creator (although access through another
magic item or spellcaster is allowed). The DC to create a magic
item increases by +5 for each prerequisite the caster does not
meet. The only exception to this is the requisite item creation
feat, which is mandatory.

It's the same question as whether an archivist (divine caster who uses a spellbook like a wizard) can find a scroll of holy sword. Technically, it's possible. But realistically, what self-respecting paladin would take Craft Wand or Scribe Scroll when there's evil-smiting feats out there? ;)
With the pathfinder smite evil looking as good as it does? I would. More spells available to myself and others means more good I can do!

With the healthy amount of extra feats that you get (every other as opposed to every third), I could see this becoming a little more common now.
