You apply your character’s Intelligence modifier to:
• The number of skill points gained each level, though your character always gets at least 1 skill point per level.
A PC or monster always gets a minimum number of skill points of 1. No matter what their Intelligence modifier is. Add in your Favored Class bonus and a PC can actually get 2 skill points a level even with a with a 3 intelligence.

I'm not sure the latter is true. The minimum 1 skill point is, as far as I know, after all mods.

I'm in favor of having the bonuses for favored class and human racial ability take place after the subtraction. Sort of (X +/- Y(minimum 1))+A+B instead of (X+A+B) +/- Y (minimum 1) where X is class skill points per level, Y is intelligence bonus or penalty, A is favored class bonus, and B is human racial bonus.
Yes that means that the really stupid (int 3) human fighter would still gain a minimum of 3 skill points but just because he's a moron doesn't mean he can't be good with animals or able to climb mountains.

I support this view-point. Humans gain the bonus skill point because they are Humans, nothing to do with INT scores, the Favoured class feature could be ruled either way however, but as stated, I would allow it. DM's call.
