I'm about to start a campaign of plane hopping centered on a combination of the World Serpent Inn and the Four Winds (The Book of Taverns) and I need to stock the Inn with all kinds of crazy and bizarre patrons for the PCs to interact with. I also would like brief descriptions of interesting planes for the PCs to visit. The premise of the campaign is this: Mitchifer has hired the PCs to track down a plane for planar immigrants who are crowding(?!) up the world serpent to use. All NPCs should be around CR 15 if the PCs are to fight them. Otherwise, just go nuts. Thanks!

Well, Sharoth was originally a Marquis Cambion Demon Assassin. A son of Graz'zt who specialized in "dealing" with those pesky kids that were always foiling "Dad's" plans. Of course, he rarely traveled far without his "sister", who was an Alu-Demon Magic-User. She was the magic backup that he often needed. ~grins~
Edit - If you want, I can try to stat up this despotic pair over the weekend.
Edited again - The original "stat blocks" were 1 edition AD & D from the Monster Manual II.

We played in the Serpent Inn. Maybe you can use some of our PCs as ideas?
Human ranger 1/warlock X, with a stolen silver sword of the githyanki...also his favored enemy.
Ancient-Greece themed paladin with adamantium shortsword....who wore sandals in the sewers....and then got paralyzed with his mouth open...and then pushed over...YUCK!!!
Eddie, the half-ogre rock thrower....and his mom.
The half-dragon gnome in full plate.
The pixie sorceress who loves ice cream.
Some kind of fire-based tiefling ranger.
A wyrmling druid.

An ice-wielding Water Genasi, Celsius(Transmuter 5, Elemental Savant[water] 9), and her amazing flying ship, the Excelsior! (although it would be a good idea not to tell her it's actually just a model) She is very friendly, with a very bubbly personality. She will attempt to flirt with the PC (male or female) with the highest charisma, and if she is rejected she will run crying to her room immediately, yelling something about them not understanding her creative soul, or something like that.
And his arch-nemesis, A Fire genasi with a hot temper, Fahrenheit (Evoker 5, Elemental Savant[fire] 9). He will approach the PC's and proposition them to steal Celsius's fantastic flying ship. Apparently, it is made of some material that is resistant to magic, something he has not seen in any of his travels (plastic). He will agree to any amount the PC's ask for payment, but he only actually has 100 platinum pieces on him, and doesn't plan to pay up whether they succeed or not. He has whatever magical loot you deem necessary should they fight and beat him.

All these ideas are great so far. Stats are welcome but not crucial. What about some sort of serial killer who stalks the back rooms?
Love it, but should not look "like" a serial killer. A maid perhaps... cute little thing...so dainty and sweet... until she whips out her evil AXE!

The serial killer should be a female gnome who's outfit consists solely of pink ribbons. Tons of them. Her weapon is a magically strengthened giant lollipop. She pretends to be a human child, asking people to help her find her parents, and when she gets them alone, preferably in a room, Death Attack!

No, the serial killer has to be a Doppleganger, taking 5 levels of Warshaper from Complete Warrior and 2 levels of Rogue. All the benifits of having the killer be a little girl, with the added ability to kill someone with tentacles. Note: I may be confused about CR. If it would need more levels to be CR 15, add Rogue levels.

Wait, a Phasm Lich? Isn't that basically a undead amoeba that turns into other undead things?
Anyway, since I have a large amount of 3.5 books sitting around, I'll be posting a few ideas from each book I have. First, Races of Destiny.
Perhaps there's an entire cabal of Illumians roaming the back halls. Are they secretly manipulating everything, or are the simply another group that can't find their way out?
A semi-antagonist idea: An Urban Soul(Urban Ranger 7/Urban Soul 8) wandered into the Inn, and he became stuck here. Fortunately, there's enough intelligent beings living in the Inn that it qualifies as a small city, so he can stay here without slowly wasting away. However, if the PCs succeed in getting people to their own plane, the population will drop below the magic number, and he will either have to go out to some random world or simply waste away.

Maybe there is a piece of the magic word that created the illumians but it got lost in the backrooms and is now in the possession of a 1st level goblin warrior who has been using it to wipe after using his chamberpot. The illumians try to kill him and take the word, but a great hobgoblin general who's Acheron army is resting in the World Serpent finds out and figures its a hate crime perpetrated by some bizarre humans. There could be a war in the back rooms involving hobgoblin cavalry on dinsaurs, illumian wizards, and the PCS, with lots of Scooby-Doo style antics (i.e. one hall with a ton of rooms that connect to other random rooms.)

Another idea: A mysterious door with the number 237 on it has appeared in a hallway. It gives off an overwhelming magic aura, and any psychics who go near it recieve disturbing visions. Numerous groups in the Inn are trying to open it. Possible choices: Cult of Vecna, Paragnostic Assembly(Complete Champion), and any other group you want. Oh, and what's behind it?

We always had trouble with mind flayers in the back rooms. And a demon princess of mushrooms. It was a weird campaign with 4 or 5 DMs.
How about a curse that makes all the ale and wine and spirits non-alchoholic!!!
Also, you might (MIGHT!) want to throw the PCs a bone, and have them fight ninjas, invisible stalkers, phantom fungus, etc., using their new see invisiblity abilities.

It's got a lot of ideas for World Serpent Patrons, some of them are statted up in their profiles, although I don't know if any approach CR 15.

What if a gray render came into the inn and adopted a waitress as its family. I would kill all the people it saw as a threat to the waitress. In order to stop the killings, the PCs would have to locate the confused waitress and bring her to the render to calm her down. The only problem is that all the waitstaff look completely alike!
Also, does anyone have stats for The Innkeeper or waitstaff?

I think when I played/DMed in the WSI, the waitstaff were gnome commoners.
According to the article in Dragon 351, is a Human Fighter 20 with the Paragon template from the Epic Level Handbook, although your idea is better as long as no-one is dumb enough to try fighting him. As for the wait-staff, they're Gnome Rogues with the Half-Fey template.
