Races of the Wild has the Forest Warden Cover (sheath, something like that) which is basically a great coat to be worn over armor. Just buy that or something like it. A tabard or surcoat and a cape or cloak solves the issue nicely too.

No magic needed.

Actually, no, in the DMG, 3.0 and 3.5 it says for all purposses. The FAQ also said this, though the implication was that they felt that they should have taken out the proficiency and hadn't thought of it and it was to late. Don't get me wrong, I don't think it should grant proficiency. But according to the rules, officially it always has in the 3x world.
