I understand that the spectral hand description says it can deliver a touch spell "you cast" and wands are triggered items, rather than spell completion items.
However, if the assumption is that using a wand to create the effect of a touch spell that can be delivered by touching the target with your own hand, wouldn't it be logical to assume that spectral hand would work, as well?
If you say that wands containing touch spells don't transfer that spell energy into the "caster", and only the wand can be used to touch the target of the effect, then it does make sense that spectral hand can't be used to deliver the effects of a spell from a wand.

I always find that if you can convince the GM that it is a cool idea, no matter what the rules might say, they will often times bite anyway for the fun.
We had a wizard cast Spectral Hand once, and the GM heard Spectral Ham, and asked what kind of spell it was. Ever since then the wizard cast Spectral Ham and could do all kinds of wacky things.
It was hilarious for this Spectral Ham to go bounding across the battlefield, SQUEEEE OINK OINK SQUEEEE, deliver the touch spells and bound off.
