This is my attempt at a shadow affiliated fey race that is playable.

You don't have WotC's 3.x Unapproachable East, do you? There was a "shadow" template in there (obtained via a ritual by Mask's clergy) that had nice flavor and added spell-like abilities as character levels/hit die are gained.
