hehe pick one; I can answer them all; first one is kinda silly though as the premise is incorrect; CO2 is a gas; HOH is a liquid and cyrogenics uses the depletion of atoms of matter from an area to create cold. ie; deep space is 4 mol per cubic centimeter of atoms; and really cold. Basically; less atoms; les transerance of energy; less resistance; less warmth. high density; more resistance; more energy; more heat; but then the earth is a big catalyst anyway and the sun a big heating element, but I digress

I am going to stab at this. It has been quite sometime since I have looked at my old Physics notes so I hope my brain has not seize. I recall working out the time it will take for one CO2 molecule to escape the Earth's atmosphere - 40 old years I think.
Anyways the answer to this question is simple. It is about the chemical and structural properities of the molecule and its state. Water is a weird molecule - it behaves strangely.
CO2 is found as a gas at atmospheric temperature and pressure. Being a gas it floats in the air. H20 can be found in 3 different states gas, liquid and solid.
C02 can mix with water and get dissolve into the water as carbonic acid but it can not get trapped and frozen as suggested. This does not mean that H20 can not mix with C02 in the air. Statistically, a water molecule can escapte the gravity effect of the Earth much quicker than a CO2 molecule. Also as I mentioned it is a different molecule and acts differently to H20.
Water is also a funny in that it does not freeze up - it freezes down. There is some interesting Physics in that I can tell you. :)
