Gorgon's fist question

In table 6-1 for the Gorgon's fist feat, the benefit states "Stagger a foe whose speed is reduced"

However, under the description of the feat, there is no direct text stating anything that a foe has to have his speed reduced.

"As a standard action, make a single unarmed
melee attack. If the attack hits, you deal damage normally
and the target is staggered until the end of your next turn
unless it makes a Fortitude saving throw (DC 10 + 1/2 your
character level + your Wis modifier). This feat has no effect
on targets that are staggered."

So was the intent or purpose of using gorgon's fist to first hamper the foe with scorpion style first, then gorgon's fist in the next round or was it another option for the player?

My DM said he follows the rule of going for the "text over table" and said I can currently use the gorgon's fist without the prerequisite of the slower speed.

However, I can see the logic is both aspects that you stagger an already crippled (movement wise) foe. But at the same time, a nasty punch in the gut will put a creature in that state too all by itself.

The text referring to the speed reduction is a carryover from the early Alpha versions where Scorpion Style, Gorgon's Fist, and Medusa's Wrath (and most of the combat feats) were in "chains" that had to be *used* in order, over three rounds. This was completely undone in Alpha 2, but a lot of the language remains.
