Pretty much as it says. In replacing a fallen character, we've encountered a significant disparity between the WBL of the new character from t he tables, and the WBL of the others per the adventure. My current cludge is to allow the existing characters to spend up to WBL at the end of the module (just finished Edge of Anarchy) and justifying it as outfitting by the Guard. But does anyone have a a more elegant solution? Preferably one that doesn't mean I'm rewriting the treasure throughout the adventures?

I, too, gave my party gifts from the Guard to bring them up to their WBL. I have added some treasure in Seven Days to the Grave, with the added encounters, and made sure that all the monsters that should have tresure, do have it, and they should be very close to WBL at the end of the adventure once they get their added rewards for the plague body count, unless the go on some crazy spending spree for things that are temporary :)
I did a spread sheet to track my wealth, note who got what, and try to keep them on par, because I felt they were definitely behind in Edge of Anarchy ... plus, I'm adding a player/character, so need to potentially juice things up a touch there.

I'd be careful with dumping too much loot on them however, the AP tends to wax and wane a great deal with how much stuff the PCs have. Early on, they often don't have too much, and then depending on their aquisition habits and how thoroughly they are completing things, they will have a sudden windfall. My group was actually just starting to point out to me how they felt they were lacking in stuff at the end of the second book, when all of a sudden how many people they were saving added up and they each got huge rewards.
Keep an eye out for treasure that they may have bypassed somehow, and feel free to sneak that in at other places for them to keep up, and remember that if you are running with more then 4 people you are probably going to be a little behind, either that will balance out with your party being bigger and thus tougher, or you should add appropriate levels of equipment onto extra enemies you bring in to raise the difficulty and keep things in line with what is expected.

Thanks for the replies. I think this might be a one off and we'll progress as usual. I only check at the end of the books and if they're close, I'll ignore it, but right now they'd be struggling to hit the Heroic NPC level of equipment for their level.

We have just finished Edge and I or better the PC have the same (mentioned) problem: the value of their equipment doesn't match their power level (4 at the moment).
We had some side treks before we started Seven Days and one of them was a bank robbery. To be more accurate it was grand armored cart theft. Two PC wanted to get some of their vaulted money from the Bank of Abadar and witnessed the attack of several ghoules on the temple guard and a armored cart with lots of money. When they fought the undead the cart suddenly moved. The ghoule jumped on it, the PC jumped on it. And the cart raced south. Again they fought the ghoules to get to the driver, a black robed man with a huge scythe.
They couldn't stop him before he drove the cart into the river, but the next time we play the Bank pays them some money in gratitute for defending the temple. And this amount should balance their Character Wealth again.
