I would like to share the following proposal with the community here :

Give the monk an additional ki power at 4th level, which would enable him to replace all his attacks for the round with a flurry of blows. Activating this power would be a swift action and would cost 2 ki points.

Thus a monk could make a flurry of blows AND a move action in the same round.

This ki power aims to provide a hit-and-run style to the monk, enabling the class to benefit at the same time from its 2 big combat strengths : multiple attacks and high speed.

Its wording is designed to enable its use with the Shot on the Run and Spring Attack feats.

I feel that such an ability would make the monk an interesting choice for a fighter-type without having to raise the class' BAB.

Any thoughts are welcome :-)

Your wording needs work.

First of all, Flurry of Blows doesn't grant the monk multiple attacks. It grants him one more than he is able to make:

Flurry of Blows wrote:
he may make one extra attack in a round at his highest base attack bonus, but this attack takes a –2 penalty, as does each other attack made that round.

So, if your monk is making a full-round move, your suggestion would allow him to make one attack as a swift action in the same round at -2 to hit.

If your monk is moving and making a standard attack, your suggestion would allow him two attacks, both at -2.

And if he is standing still, or only taking a 5' free move, he could simply use Flurry of Blows and not have to spend the Ki, so your suggestion wouldn't be applicable to this case.

Yet, you say "replace all his attacks for the round with a flurry of blows". However, it sounds like "all his attacks" either means no attacks replaced by just one attack, or it means one attack replaced with two attacks.

This is also true with Shot on the Run and Spring Attack, both of which only allow one attack that round, so your suggestion would be to replace all the monk's 1 attacks this round with a flurry of blows amounting to two attacks, while he Springs or Shoots on the Run.

Now, was it really your intention to allow the monk to make a full-round of attacks, however many he could make if he stood still, +1 more for Flurry of Blows, as a mere swift action?

Shouldn't it be at the very least a standard action? Or did you want your 15th level monk to run 80', then run 80' more, then drop the hammer on some guy with four attacks, all in one single round?

You are quite right. Thanks for your comments. I was so keen on translating what I envisioned that I did not realize what misunderstandings could occur. I have a renewed admiration for game designers :-)

My intention was to allow the monk to get both a move action and multiple attacks. And I wanted this to be possible when using a charge, the Shot on the Run feat or the Spring Attack feat.

Ie, the monk would be able to :
- move his speed and full attack
- charge double his speed and full attack
- move part of his speed, full attack and finish his move (if used in conjunction with Spring Attack or Shot on the Run)

I considered wording it as enabling a full attack to be made as a standard action, but then it would not be usable with a charge, nor in conjunction with the Shot on the Run and Spring Attack feats.

The monk should not be able to :
- make a normal double move (not a charge) and full attack
- make a normal move, make a standard action and full attack
- make a full-round action and full attack
- make a full attack and convert one of these attacks in another full attack (there lies madness).

Basically, this power would enable the monk to make a full attack in situations which allow only a single attack to be made (ie single move, charge, Shot on the Run, Spring Attack).

At a cost of 2 ki points and a swift action, a 4th level monk with WIS 18 would be able to use it 3 times a day and it would not stack with other ki powers (which are also swift actions).

I feel that the lower chance of hitting would be compensated with the ability of combining a full attack and a move. As a player, I would be quite interested in this option for a warrior type.
