I know the PC's end up responding to a goblin threat. My DM has let us know that much. What I would like to know is do the PC's respond to the threat as part of the town guard, are they the local heroes that everyone looks up to, or is it up the DM/players. I am asking because I am writing my background story for the character I might play, and I don't want it to conflict with the adventure path. The DM is busy and is not always available for questions.

While not a character in RotRL (which I am running now), a player in the last campaign wanted to be from the watch. To work this in I had the first day of the adventure be the last day of the characters service with the guard. This freed him up to adventure, but at the same time gave him a lot of contacts with the guard.
I like the Characters to be as tied to the setting as possible in my games, so this worked out really well for me.
This setup would work well for RotRL as well, but keep in mind that you may be asking your DM to come up with some extra info on the guards and such that your PC would know. (I believe someone actually named them all on the boards here, you could recommend your DM search for them to save time.)
