Use magic Device -- never made any sense

I really dont understand use magic device.

The Sorceror gets it as a class skill,but not the wizard?

I dont get it, So can a wizard "automatically" use magic devices aa a class feature like say back in 1e, or what? Why wouldnt he have it as a class skill?

I understand the application of UMD for rogues or non casters, but I guess I just dont get it when it comes to arcane casters?

The way I think it works is if a Sorceror wants to use a cleric device, or if they want to use a device like the axe of the dwarvish lords but they arent a dwarf they can use UMD to "pretend" to be a dwarf (weird)

BUT. Then why wouldnt the wizard (master of magic) have this as a class skill.

What about things like, flying carpets? Does something like this require a UMD roll? Or since a sorceror can cast fly, is the ability to use it innate?

What about a rogue? can they just use it since its a device and not say a spell, wand or staff?

Im still curious why wizards wouldnt have this as a class skill.

Can you use UMD in conjunction with item creation feats to create items you normally can't? Like for example only an elf can create elven chainmail, but UMD lets you "emualte a race"
So can a human wizard use UMD to emualte being an elf to makea suit of +1 elf chain??

ITs just a weird skill I guess that has always confused me.
