Shrink Item spell - what action does restoring the item take?

The Shrink Item spell description simply says it requires a command word to restore the item to regular size. Is this a free action just as is speaking, or is it a standard action, like activating a magic item by command word? See this thread for the imporance.

From the shrink Item write up:

"Objects changed by a shrink item spell can be returned to normal composition and size merely by tossing them onto any solid surface or by a word of command from the original caster"

People are solid the last time I checked, so no command word needed, just hit something with it.

command word magic items are standard actions. This isn't a magic item. More clarification would be nice though. Still don't think it matters over all.
