ps this would be my very first time doing a play by post so i may kind of suck at it for a little bit.
I know how you feel - I began running my first ever PBP only a couple of weeks ago and have only been playing in them for a couple of weeks before that. So don't worry, in the even that you do suck, I'll almost certainly be sucking just as much. :)

The most important piece of advice I can give you: DON'T GIVE UP!! If the game is dragging, push it along. If a player drops out, replace him.
If you don't give up after a couple of months, then you're probably doing better than 99% of all play-by-post games I've ever played in. :-)

So, what level can we start at, and which creation system do we use? Point buy or real rolling of numbers, using a dice roller on the internet? Any special additional house rules for character creation? Do we get standard starting wealth, or a sum you prefer?

Umm. Could someone please tell me on which page of the beta test I can find the available languages ...?
I couldn't find a list in the Beta, but each race and class has a language/bonus language entry that sometimes details the specific languages available.
In the Rise of the Runelords Player's Guide, page 14, you'll find this:
Varisian languagesNumerous languages are spoken throughout Varisia, including Common, Dwarven, Elven, Gnome, and Halfling. Not as commonly heard in civilized regions are the Draconic, Giant, Goblin, Orc, and Sylvan tongues. In addition, the following five languages each have their place in Varisian culture.
Boggard: A language of croaks and pops belched by the frogmen of the Mushfens. Non-reptiles can only speak the simplest form of this crude tongue.
Chelaxian: Only the wealthy of Korvosa and travelers from the far south speak the national tongue of Cheliax. Humans of Chelish descent gain this tongue as a bonus language.
Shoanti: The language of Varisia’s Shoanti tribes, this sharp tongue is spoken across the Storval Plateau and any of the other rocky lands the barbarians inhabit. Humans of Shoanti descent gain this tongue as a bonus language.
Thassilonian: This is the dead language of the land’s ancient monuments, spoken today only by intellectuals, historians, and arcanists.

Sounds like your game is full, but if you have any cancellations or drop-outs, I would like to play. I have a job that prevents me from gaming with my friends, but would really like to get back into RPing. I have 25+ years of experience although more of it is behind the DM screen than in front of it.
I can play any class that is needed.

my character is more or less a Cleric of Iomedae
he worships her but draws his power slightly differntly to most clerics
he stuggles with being Lawful
perhaps our characters could know each other? maybe they studied together and decided to go on a quest.
Krasus is a foundling and is looking for his parents, maybe your pc came along to help
