I love the idea of a potential cohort. from a player perspective it gives me a chance to see what I may get with my leadership feat from a certain region. From a DM perspective it gives me one more stat write up I did not have to do myself. It works on an even better level if the write ups are unique showing a player just what can be built using the system. Not for min/maxing per se but from a concept build perspective. Eg... "I did not know using these spells together would give me a result of this nature." "Oh so that is how you use the spiked chain" Its also a plus when it isn't an opponent but rather a potential pre made pc. just my 2cp.

While I don't need a detailed stat block for a ruler, I would like to see a detailed description of such a person. Things like history, opinions, motivations, goals, typical protectors, etc. Not just one or two short paragraphs!
However, other flavour-heavy personas are also important to me. Lavender Lil was a good example, although I will have to keep those particular pages out of my players' hands until they meet her and hear her story.
I like a character which can be instantly brought to life off the page, whether as an NPC contact/adversary or as a back-up PC if things go wrong (or the party just needs some beefing up with a cohort). Maybe one from each different layer of society? For example, a noble, a bureaucrat/government agent, a soldier/mercenary, a merchant, an artisan, a farmer, and a slave.

Well time for me to eat some (read as a lot) humble pie.
Just read the Persona section of the Cheliax companion and I am finding it a lot more useful than I though I would (Heck planning to somehow put the hellknight lady at the end into Council of thieves somehow). Part of it is the stat block, part is it actually gives you instructions on how to re-gear them as pc's and part is the character description. If I had anything close to a complaint it is that all of them are exactly the same lvl but that's understandable since to high a lvl and the stat blocks take up to much space. Great job Paizo

Question about the imp Mezatine, Nicklod's familiar:
His poison sting is mentioned as having a frequency of 1/Round for 5 minutes.
This seems a bit long to me.
