Just wanted a clarification on the Powers such as the Aberrant's Acidic Ray.
1. Is there a saving throw against this type of power? My impression is no, unless specified in the text.
2. Is there a limit on the number of times these powers can be used? My impression is no, unless specified in the text.

Your impression is correct in both places...
further more these are supernatural abilities, which means they don't provoke AoO's and don't worry about spell resistance.
