Why can shuriken be thrown from a prone position?

at no penalty."

Crossbows I get. Why shuriken?

Perhaps, because you can throw them with a side swing (like when you throw a flat stone on the water to make it jump).

Rule-wise, I think it's because they are Exotic Weapon and mechanically they were granted a bonus (the damage they deal is not exceptional...).

Also, if shuriken can be thrown from prone, what about daggers or other small thrown weapons?

It seems to me that a shuriken would be small and light enough to throw with just a flick of the wrist. Larger thrown weapons, even including daggers, seem to be large enough to me to require the entire arm to be involved in the process (and thus not useful while prone).

Basically, do you need to bend your elbow to throw the weapon in question? If no, then useful while prone. If yes, then not.
