Forge Ring: caster level

I have always been curious why Forge Ring has a requirement of caster level 12?

Is there any reason why it can't be brought to a lower level, say 6?

I think it's a flavor legacy from 'The Lord of the Rings'.

The Rings of the novel were the most powerful magic items of the world (and the One Ring, the most powerful of all); the rules (I think) are made in order to make clear that Magic Rings are the most powerful items a character can create (and thus, they have the higher caster level prerequisites).
But it's true that SOME Rings (Feather Falling, for example) are clearly low-level items that could be afforded (and created) by low-level characters.

While on the topic of forge ring, I'd really like to see something to justify its existence. I really like how 3.5 and then Beta have made staves different from wands, but rings have nothing different from wondrous items at all. Until that happens, it's just a sub-par feat, since you could make a wondrous item version of a ring (and at a lower caster level minimum as well.)
