I can think of several creatures with the ability to glide, but not full flight - Phanatons, Yazarians, Raptorans (sorry, I couldn't find any core MM examples).
We're playing RotRL with a couple of Raptoran characters, and questions have been asked "does glide qualify my character to gain Fly as a class skill for free, or does it only kick in when I gain true flight at 5th level?" This also raises the question whether the ability to cast Levitate qualifies?
Similarly, I would think some of the situations described in the skill description - Attacked while flying, Collision while flying, Avoid falling damage etc - would apply equally whether you were gliding or flying, even Attacked while levitating?
I'd recommend the description be amended to include glide or other means of self-controlled aerial movement.

What if the ability to fly was granted via a magic item, such as a ring? Then if the character later lost or sold that item? Then later gained another means of flight?
I think "You cannot take this skill without a reliable means of flying ..." should be amended to "You cannot allocate ranks to this skill without a reliable means of flying ..."
This would make sense, as you can only practice (eg, improve your skill) while you have a reliable means to do so. If the means of flight was lost, you could no longer develop that skill, until such time as you regained a reliable means of flight.
