There seems to be some resistance to Fighter-only feats, based on the premise that feats should be available to all who meet the prerequisites and class levels should not be prerequisites. Fighters, however, need something that is their unique to the class to make them interesting and Armor/Weapon training, although useful is simply not enough.
The simplest way to deal with this yet maintaining feats as universal, would be to grant Fighters talents they could pick up at specific levels, like Rogues do at the moment. This, however, would make Fighters into yet another talent-based class - not that these are bad, but I like diversity in class-mechanics (one of the reasons why 4E does not appeal to me is the lack of that).
In order to come up with the appropriate remedy, one must ask what is the main theme of the Fighter. For me, the Fighter is the Flexible Combat Class that can be built into any type of Warrior and has a great deal of versatility in combat. With this in mind, I think a good solution to the problem of Fighters having nothing of their own would be to grant the Fighter access to "Combat Tricks" (or maybe we could just call them "Tricks") that would be derived from Combat Feats (in fact, they would be the same, but with more restrictions), which are the Fighter's main schtick:
1) The Fighter would automatically gain one Combat Trick each time he gains a level in the Fighter class. This would represent the training he has been doing in his free time.
2) It would be possible to learn additional Combat Tricks through training - this would cost resources (money) and time. The number of Combat Tricks a Fighter could know would not be limited by slots, but only by the appropriate masters (if DM requires that) he finds and the money/time he spends on the training. Essentially, what spells are to the Wizard, Combat Tricks would be the the Fighter in this respect - there is no reason why Wizard should have theoretically unlimited knowledge of spells, yet Fighter's knowledge of Combat Tricks should be theoretically limited.
3) Combat Tricks would be performable at will, but only one could be used at any one time, though perhaps there could be feats or special abilities that would permit the use of more. Their general power would be similar to or slightly lower than that of feats that could be taken at the appropriate level. The purpose of Combat Tricks is to grant the Fighter something unique, yet maintain his flexible warrior status.
4) In theory, some more limited form of access to Combat Tricks could be given to other martial (or even all other) classes, but to a great extent this would defeat the purpose of devising something unique for the Fighter.
5) Combat Feats and Combat Tricks are one and the same, but Combat Tricks have more restrictions. The Fighter could then learn a Combat Feat as a feat and thus get access to it at all times and be able to combine it freely in combination with other feats and with Combat Tricks. Alternatively, the Fighter could learn the same Combat Feat as merely a Combat Trick (meeting all the prerequisites and expending the necessary financial resources on training) in which case it would not take up a feat slot, but the Fighter could then not combine its use with other Combat Tricks at the same time.
Example:
A fighter who learns Power Attack and Weapon Focus as Combat Tricks cannot use them both at the same time.
A fighter who learns Weapon Focus as a Combat Feat and Power Attack as a Combat Trick can combine the use of both at the same time.
I think it may be too late to create dedicated Combat Tricks (which was my initial idea) for the fighter, but what do you think of the simplified idea of enabling the learning of Combat Feats as Combat Tricks? Would this make the Fighter too complex for new players (Fighter is often the gateway class for new players, though the Barbarian might be able to take up the slack if needed)? Is it simply too late to change the Fighter and add money and time costs to each combat feat for the purpose of when the Fighter wants to learn it as a combat trick? Perhaps Combat Tricks could be grouped into several power-categories and each would be assigned a generic time/money cost to simplify things.
Is this even the right forum for this discussion? It is feat related, but it does mesh heavily with the Fighter as well.
