only if i get to call my first adventure "several species of small furry creatures gathered together in a cave and grooving with a pict" (also, i'd give them a +2 to ride with ponies)
So, if I understand you, you advocate a +2 on saves vs. color spray, and a +2 on Charisma checks when dealing with lawyers.
I'd add another trait: "inability to yell," if our players would promise to play them... ;)

Low-light vision
Small size
Powerful build: Picts can use weapons as if they were Medium characters, and do not take a -1 size penalty to their CMB.
Favored class: barbarian or ranger. Too weak? Too strong? Too similar to half-orcs?
