Started the campaign last night and two players out of the blue decided that they live in Old Korvosa. Does this become a problem during Escape From Old Korvosa when it gets quarantined?
I suppose the quarantine could happen while the PCs were gone thus providing a need to sneak back in? Or maybe the PCs are all IN Old Korvosa when the quarantine is placed, thus "Escape"?

I had one character, the half-orc barbarian, start out living up there. As things progressed and the money rolled in, he ended up just moving to the main part of the city as it was more convenient to what was going on. Even if they don't do that, just have the quarantine happen when they're in the main part of the city.

I can't see this being a problem. After all, the party is supposed to be in the middle of the city when the actual quarantine order goes off (ie, out doing the seven days adventures).
this will give them a hook to the locale, some better knowledge of the area, and (probably) more incentive to see to it that OK is not razed/abandoned as seems the Queen's intention.
also, let them sink however much money they want into that house, then, loot it, wreck, partially burn it, and have the clues there lead to the King/Family (why can't i remember any names today).

I can't really see the agents of the Arkona family doing that, but the King of Old Korvosa's would absolutely do that.

Do you have any idea about that thing: my party have the silver dagger from Verik, and they are during the 5th day of the pledge. They found a letter from Arkona in Devargo's boat in which Arkona's family asked him to spread drugs in all Korvosa to disturb the Queen.
My party gave this letter to Cressida who gave it to the Castle. So Ileosa decided to put Old Korvosa in quarantine, destructed links with Old Korvosa. Now I wish that Arkano, knowing that that's to the dagger, send a letter to my party in order to explain them taht they are innocent and so on... Do you know that I can put in this letter to manipulate a little more my party?
