Well, this was debated a lot in the Alpha stage. Only the 3 specialist abiltities would now be tied to Charisma, and honestly there aren't very many of them that even require a save.
Take Aura of Despair for the Enchanter for example. It doesn't say anything about a saving throw at all, so tying it to CHR is a moot point.
Legendary Charm however would use CHR for the save DC since it is like Dominate Monster.
Abilities that would be affected by CHR are...
Legendary Charm - Enchantment
Elemental Wall - Evocation
Unless I am missing something, I don't see anything listing a saving throw for the others and they aren't based off of spells either.
At least, that is my take on it.
