Instead of Level Adjustments taking up real levels, they could instead grant permanent negative levels that could not be removed, not even by restoration. That would still make them important, but key class features, such as spellcasting progression of sorcerers, feat progression of fighters, sneak attack scaling of rogues or other abilities would be retained at the appropriate level.

Level Adjustments could be bought off and then the player starts going up in levels as normal. For example a player with a race of Level Adjustment of 2 must get 2 levels of XP to pay for the race then he starts advancing normally. The current 3.5 level adjustment is a terrible rule that imbalances a character at higher levels. This way the player is not punished for choosing a race and can catch up.
Better yet find a way to get rid of level adjustments all together.
