I had hoped they would take this opportunity to put the carrying capacity of bags, sacks, pouches and backpacks into the equipment rules.

Any hope of this making next year's final cut?

In the interim, consider adopting d20 Modern's rule. Change the backpack to 3 lbs and give it a 60 lb capacity. That's what I did.
