Well judging from the fact that shontai and Korvosans typicaly dont get along all that well I dont see there being a proper dedicated shop to selling Shontai weapons however a traveling merchant or a member of the (not sure if it gives to much away so....)
Shontai enclave might be able to sell you one of them

Keep in mind that the shops listed in the book are not the only ones in the city. You can find anything commonly available (i.e., that appears in the PH) within Korvosa, as well as many uncommon items.
That said, as mentioned above, Korvosans HATE Shoanti. Your best bet to find an iconic Shoanti weapon in Korvosa is in the little shantytowns that grow up outside of Korvosa's walls, particularly in the north. Thief Town (I think that was the name?) in the NW is a good place to start looking.

The front-liner in our party wields an earthbreaker. He recently "upgraded" to a masterwork adamantine version. I fudged a bit on the Craft time, but since he'd maxed ranks and took Skill Focus: Craft (weaponsmithing) we assumed he'd been working on it for some time and added the adamantine plating in the time between bringing down the bigwig of a certain vice den and the announcement of
I'd thought before... what would lead this apprentice of a dwarf weaponcrafter to take up the earthbreaker as his chosen weapon? My thought is that his master provided some crucial service to Shoanti neighboring his home of Janderhoff in years long passed, and kept a gifted earthbreaker in his home/smithy as a memento.

You betcha! Now that I've got miniature scale maps done through "Escape from Old Korvosa"--holy smokes, were the four (!) versions of the Vivified Labyrinth murder on the brain--I'm back to drowning in proper nouns in the long-delayed Guide to Korvosa index project. I've got hand-written notes up through page 20--six or so lined pages, front and back, excepting instances of things like Varisia, Magnimar, and Cheliax. The next school year will be starting soon, so... I'd best get crackin'.
Also, the character in our party affiliated with the Shoanti and Varisians lives there and recently returned kids who were among Lamm's Lambs to their families. Even more recently, they considered hiding a disguised
So, Thief Camp jumps out.
We love Korvosa.
