I am sure this will be covered by August 1st but I wanted to inquire about alignments for PCs in the Chroncles system. I know in other Continous Cmapaigns that they restricted alignments so that everyone played more heroic characters and not a-holes or evil S.O.B.s. I am just wondering how this will be addressed if at all?

Nothing worse than Chaotic Evil jerkoffs murdering each other and calling it "gaming."
I was in a game where the DM allowed Evil alignments. I ran a Good-aligned Dwarven Cleric, whose overall personality could be described as "good-natured/helpful."
I came in the group a little later than the others, and my PC was introduced during an encounter involving the current PCs arguing/fighting with some NPCs in a caravan.
To assess the situation, I cast Detect Evil. This was my first warning that things would not work well for me. He said that I detected no evil, except for a little coming from an NPC.
I knew from my friends that they were running Evil PCs, so I asked the DM why they didn't show up at as evil. He said that the Detect Evil spell doesn't reveal alignment, only current intentions.
So... we get going on the adventure, and at one point I found out that my PC was poisoned and I failed my saves and died.
I confronted the players. I asked why they would kill my PC (who I spent hours upon hours creating, only to be killed in the first game we played), and they said: Oh... we're evil.
My character did nothing to hinder them. Never tried to convert them. Just let them be.
I never gamed with those poeple again, and I still hold a personal bias against them for their "roleplaying."
Absolutely the worst experience I've ever had in D&D.

It's like playing Malkavians and Waywards in WoD. It's done so horribly by most people that they are outright banned in most playgroups. For those of us who play them well it's heart-wrenching (I love my Wayward)

Oh, I feel your pain. I play Evil characters all the time. The funniest thing is, I am usually the biggest team player when i am playing evil. The healthier and happier you are with me, the more likely it is I can get you to do s+!@ for me afterall. I love playing a master manipulator. I usually end up with everyone liking me and no one suspecting I'm "evil" at all. That is the magic of a truly well played evil character. That insidious ability to ingratiate yourself to people and convince them what you want is the same as what they want. Genius!

Alignment's something that, unfortunately, tends to need regulating because it's a lot easier to enforce "no evil characters" than it is "no jerk players".
It's pretty simple so long as the rest of the players get that -- "good" does not mean nice, "lawful" does not mean fair, "chaotic" does not mean random, "evil" does not mean psychotic, and none of those four means stupid.
Personally I tend to allow by default all except NE, CE, and CN; with NE and CN being potentially viable. CE's the only pretty much unworkable PC alignment. I also tend to require above average INT, WIS, and CHA for "antisocial" alignments.
Then again I also, in general, manage to not play in groups full of jerks; that (along with playing with people capable of basic arithmetic!) makes a big difference.
