The question pretty much says it all.
If there's a + to 1st level spells, what about applying that to 0 level spells.
I really like the unlimited casting component, but it seems fair to suggest that a Wizard with a 22 Intelligence would be able to cast unlimited more cantrips than a Wizard of the same level with a 14 Intelligence.
Thoughts?
