Half-elves are too much like humans. The +2 bonus to any ability score is a huge advantage, and makes the human slightly less interesting an option. This half-elf seems too oriented toward versatility, which is supposed to be the hallmark of the human race. Consider removing Skill Focus (and giving it to humans instead of the first-level extra rank) and restoring the +2 Diplomacy bonus (having been raised in a dual culture should give them a knack for dealing with varied peoples).
Why should half-orcs have +2 Wis? They're not particularly perceptive. I'm for restoring the original -2 Cha instead, or at least giving them +2 Con instead of +2 Wis. Also, the cleric favored class makes no sense for half-orcs. Fighter is more logical an option.
Why remove the halfling's atk bonus for thrown weapons? It adds an interesting flavor to a character.

Logically 1/2 Elves are half way to been an elf, so lets give them the following ability bonus: +1 Dex, +1 Int (result overall bonus +2).
1/2 Orcs are half way to been an orc. An orcs modifiers in the monster manual are: +4 Ste, -2 Int, -2 Chr, -2 Wiz. So a 1/2 Orcs should have +2 Ste, -1 Int, -1 Chr, -1 Wiz. Which whould be a bit harsh, and result in an overall bonus of -1. To keep things balanced we'd like an overall bonus of +2, so I'd suggest we drop the wisdom penalty to give:
+2 Ste, -1 Int, -Chr (1/2 Orcs are strong, Aggressive & Crude and a bit thick).
And to balance things up I'd say only exceptional 1/2 Orcs become Player Charaters and allow the player to select a +2 bonus from Dex, Con or Wisdom.
The obvious favoured class is then Barbarian not Cleric.
The ability modifiers need to be balanced (everyone get a net +2 bonus), but they also need to be logical and feel right.
