Domains are a class ability, so unless the monster has levels in that class, or its entry says otherwise, the answer is no.

Kind of piggybacking off of this, what about Monsters like some dragons that can cast spells from specific domains? They don't actually have domains, but merely the spells from those domains appear on their list of spells known.
