I have always read the rules that a bard uses material components to cast spells. I've seen nothing to say the contrary. However, in every book that I've read with a bard, never are material components used. It's always Vocal (and Somatic).
So, if this is the case, should Eschew Materials be included as a bonus feat, or alternatively, should bards be written that spell components don't apply. (I would propose Eschew Materials personally.)

Take a look at the Bard spell list. Then take a look at the Sorcerer/Wizard list. There are only 6 spells a Bard gets that requires non-standard material components. They don't need eschew material.
